    There should be hydraulic pumps available for that motor as it was used in some light duty tractors. A 3 position valve and a hydraulic motor on your prop shaft.

    Does the motor have a separate fuel tank and hose? If so I would suspect that the little duckbill fuel pump bladder which is in the carb has probably disintegrated by now. A common problem but new ones are available.
