Before installing old heads on a new block it's important to check the head for flatness. For how-to click here. Of course check real good for any cracks.
For other than race engines we have always used Fel-Pro PermaTorque head gaskets. NO sealant (RTV) added.

I've never seen oil that looks like condensed milk caused by just condensation. I'm thinking if it took 12 years of condensation to get to that point there would be serious internal engine damage, if not now real soon.
Metal rusts from moisture and air. Killing or removing the rust and then applying a few coats of paint would work.
But your neighbor is not pulling your leg.
A layer of oil prevents water and air from coming into contact with the metal.
Here in NH it is popular for folks to do an oil based...

Probably the best thing to do is look for any thing electrical that does not work. Then research how many AMP's it requires.

I don't understand why you would want to change it. Once you do the stereo fader control will be backwards, i.e. front balance will be rear speakers & rear balance will be front speakers.
