Sound's like the usual scam, this time aimed at smokers.
They already have your money and they were probably going to repaint the apartment anyway, if you have lived there a while.
When moving, we had to pay for some snags that our cat made, in some very old cloth drapes. At that time, every apartment in the complex was being upgraded, to mini-blinds, which ours was next on the list.

I haven't rented in years but crap like this was common years ago and I doubt anything has changed. They get your deposit and don't want to give it back.
Yeah, we still dabble in apartment turns/cleaning ... depending on the smoker things can be astoundingly bad.I am a landlord and have rented to smokers. The place reeks afterwords. Basically have to paint everything even if they are only in there 6 months.
In my other rental which is a vacation rental in Lake Tahoe, if anyone smokes in the home, they forfeit their security deposit.
