Hi all
I did not want to highjack rbh's post because my question is only about CA.

In that post:

Well I agree 100%

BUT a few years ago I heard on a call in radio staion CTCAM that CA was planning on passing a bill that would make ALL Diesels entering into CA require a retrofit.
This concerned me because I was driving a 1985 3/4 diesel ford at the time and we have friends and family down there.

Did CA actually pass that bill?

I work in the trucking industry and have not heard of any law that says older engines have to meet newer laws.

As far as I know, as long as its legal when its built, its legal until its not driveable any more.

That being said, the reason there are no more Checker Cabs in NY city is because the last one could not pass the emissions regs and had to be put out of service. But I believe that this just could not pass the regs that were in place for it at the time it was built. Not newer ones.

Link, there are guys in that thread that say the CA law passed, but they are delaying implementation/enforcement of it due to economic concerns.
Bond-o stated that the Feds have already begun to require diesels to be retrofitted if private contractors want to go onto a military base. That's the way I read his comment anyhow.

Ayuh,... That is what I said, but the actual ruling says Any job using Federal Funds also applies...
We just happen to do alotta work at Ft. Drum... but little to no other Federally funded jobs..

(I drove by Ft. Drum one day in 1994, they were doing a lot of demolition.)

You should be fine, they are only requiring the retrofit on trucks and buses with a GVWR of 14,000 pounds or greater. You are right though that the bill does also apply to those out of state trucks and buses that operate in CA.

I did some checking after making this post.
Called a family member down there.
I should have called before making this post.

I dont rember the count but my cosinds (sp) husband told me the number of private drivers that went out of business because of the bill.

I have lived in the U.S. for 51 years (all my life) and have yet to see ANY law, that is not subject to change.

IMO, the idea of "retofits", in the past, was likely not viable, with the ever-changing emmisions technologies. Also most vehicles did not get the number of service years, that modern models get, both cars and trucks. Every year, new models were just made to be cleaner.

Most trucking companies, traded up to new models every few years anyway. In recent years, diesel engines are much cleaner, than the old smokepots of the past.

The Feds and truck engine engineers, have determined that, a heated exaust catalyst, will reduce gase emmissions and particulate matter. The exaust stacks are right there, so it will not take a major re-design, to implement it, but it will cost money. For a commercial truck, it will be a tax deductable expense, like everything else.

One can always fight changing a law, but it won't stop them from trying.
