I did not want to highjack rbh's post because my question is only about CA.

Well I agree 100%
BUT a few years ago I heard on a call in radio staion CTCAM that CA was planning on passing a bill that would make ALL Diesels entering into CA require a retrofit.
This concerned me because I was driving a 1985 3/4 diesel ford at the time and we have friends and family down there.
Did CA actually pass that bill?
