That is very good news about the keel. You will have to judge if the nicks are too large to be left as is. Sealing it up is important though.
For the holes I guess that's at the vents. You can poke around with an ice pick or small flat blade screwdriver into the wood. If it sinks into the wood easily then the wood is weak. Hopefully those holes are just that and can be cut out and replaced. One way is to put a backer board underneath the deck and lay your new wood in from the top, then shape it to the form of the original deck. The idea is to keep the structure complete and strong. Fill in around it. Then fiberglass if you prefer.
The fiberglass cloth that you have should be protected from dust and dirt if you can. Use it.
Maybe intended for waterproofing in single layers. More strength in multiple layers.
Is the vee delaminated plywood ? What is the wood doing there? If its coming apart somethings gottta be done. Just one thing though, if you put that antifreeze all over the place there's gotta be ventilation to let it dry. And don't close yourself up in a space that hasn't dried yet without alot of fresh air. When it dries you can sand it, paint it, glue it, fill it. The pink antifreeze. The glycol.
The holes...if they are dry rotted it will spread through the veins in the wood.
Again, in the forward vee. If that is a douglas fir plywood. Rotary cut douglas fir will "check" which is similar to your picture. The paint splits and then peels off. Nothing unusual. It is known for that. It flakes off one spot and you need a chisel to get off another spot.
Sand, fair everything in, finish sand, prime, paint, splash.
There are some old formulas that were used way back in the day for sealing wood. A mixture of turpentine and linseed oil.
