No water discharge from port 1967 33hp evinrude

i put my finger in the grey oil and smell of it . lower unit oil has a very strong smell

And the bucket at this time ( in the post 38 picture ) does NOT have enough water in it for testing the water pump !-----Water must be 8" above the impeller.

That "foamy" oil on the water in the test tank would smell more like fuel than actual oil if it is from the exhaust of the two stroke engine. I even see it on my lake especially when the water is ice cold, but not as bad as in the test tank (barrel).
