In otherwords, it is pathetic. A 1999 350 cid multiport FI engine has more horsepower (not sure about the torque) and easily keeps up with my 454, pulling equivalant boat loads, on our local grades. And it does it with 50% better fuel mileage as well.
Those TBI engines were low compression boat anchors and because they were controlled by vacuum sensed ECU's, there was very little you could do with them ie, cam, compression, etc.
One thing that does wake them up (relatively speaking) is a good exhuaust header system such as Gale Banks. Whereas that motor virtually quits pulling at about 3k rpm, the header and exhaust system will keep it pulling well, right up to red line.
I doubt that tranny is an Allison. It is probably the same 4 spd AOD GM tranny that is in my '94 'burb.
