If you are referring to the vertical shaft that has the impeller on it, then a follow-on question is: have you installed the impeller and the pump base, plates, key, components correctly per the instructions in the manual? And did you lubricate the impeller and turn the shaft clockwise while installing the pump housing to properly set the vanes? It may be that the impeller is giving too much resistance, if it is dry. If it is lubed, then it may be an assembly issue or a gear jam. With the impeller properly installed and lubed up, you should be able to put the shift shaft fully clockwise while turning the prop counterclockwise to lock the clutch dog, then continue to turn the prop CCW to turn the vert shaft CCW. Conversly, in fwd, you should be able to turn the vert shaft CW while keeping a slight load on the prop (CCW load), and the prop will turn CW. If this isnt happening, then you have bigger issues. Were you able to turn the shaft before the impeller change-out?
