A lot of what goes on is just for public consumption. Consider Senator Whozit, who votes "for" the XYZ Bill, even though he really opposes it. He knows it won't pass, but can say he voted for it when campaign season rolls around.<br /><br />Or, a football analogy: run a play you know won't work and set up the defense to fall for a play that will work.<br /><br />Could the Administration be playing a game like this? I don't have the slightest. Could it be a maneuver for domestic political purposes? Or international political purposes? It has me guessing, big time.<br /><br />It could be a blunder, it could be something else. This is one where I don't know what to think. It should be pretty interesting to see what develops next.
