I had a similar non working horn minus the blown fuse and I wasn't sure if the switch or the horn was the problem. I hardwired 12 volts across the horn and the wire I used melted off the insulation instantly. I learned two lessons that day...
1) Fuses prevent electrical fires!!!
2) when bypassing the fuse panel to test a device use very small wire so in a worst case scenario the test wire will melt before the real wires do.

Yeah I tested about five fuses and they were all good.

All kidding aside, do you have a multimeter? Set it to ohms. Pull the wires off the horn. Put one meter lead on each wire. If you read a short (zero ohms or close to it), the problem is in the wires between the switch & horn. If the meter reads OPEN or OL, set the meter to DC volts. Put in a fuse and have someone press the button. You should see 12 to 14 volts on the meter. You know now that the wiring isn't causing the problem.

Set the meter to ohms and put the leads on the horn's terminals. If you read a short there, either repair or replace the horn. (You will read low ohms because you're measuring across a coil, but if the meter reads zero ohms the horn itself is shorted.)

If everything seems to be okay, check the fuse size. Someone may have replaced it with one that's underrated because they didn't have the correct size.
