"For the third time in four years, the law-abiding citizens of Wisconsin have been denied the same essential right to self-defense enjoyed by the citizens of 38 other states, including neighboring states Minnesota and Michigan. On Tuesday, January 31, the State Assembly, by a vote of 64-34, failed to override Governor Jim Doyle's (D) veto of Senate Bill 403, the "Personal Protection Act" (PPA). The vote was two short of the 66 required for an override."

"Casting numerous votes in support of the PPA in the past, Representatives John Steinbrink (D-65) and Terry Van Akkeren (D-26) put partisan politics above your right to self-defense by voting to sustain the Governor's veto. It is regrettable these Representatives do not trust law-abiding citizens in Wisconsin to carry a firearm for personal protection."

To defend himself and other innocent people. Novel idea, huh?

Try to sue the police for failing to protect you. It is not the job of the police to defend you. It is their job to apprehend criminals.

Police cannot protect -- and are not required to protect -- every individual

* The courts have consistently ruled that the police do not have an obligation to protect individuals, only the public in general. For example, in Warren v. D.C. the court stated "courts have without exception concluded that when a municipality or other governmental entity undertakes to furnish police services, it assumes a duty only to the public at large and not to individual members of the community."

* Former Florida Attorney General Jim Smith told Florida legislators that police responded to only about 200,000 of 700,000 calls for help to Dade County authorities. Smith was asked why so many citizens in Dade County were buying guns and he said, "They damn well better, they've got to protect themselves." (1999)

* The Department of Justice found that in 1989, there were 168,881 crimes of violence which were not responded to by police within 1 hour.

* Currently, there are about 150,000 police officers on duty at any one time to protect a population of more than 250 million Americans -- or almost 1,700 citizens per officer. (1999)

Some places do seem to be safer than others. In the case of Wisconsin, however, it is a question of a governor who does not recognize the right of the people to defend themselves and imposes his own hoplophobic views upon them.

Crimes against persons and violent crimes decrease where concealed carry is adopted, while these crimes continue to rise where the people are deprived of their right to protect themselves.

Criminals prefer unarmed victims.

Does anyone recall John Stossles Give Me a break interview with convicted criminals who stated the idea of a potential victim being armed was more of a deterrant than most gun control laws? Especialy since criminals dont obey laws, gun laws are ineffective.
Recently I think in Ft Worth there was a recorded 911 call of a 60+ old woman who had cornered a would assailant in her closet, she had him at gun point, warned him clerly not to move, you heard the shot and the guy screaming. She stated she had him in her house at gun point waiting for the police to arrive which Im sure atthat point he was happy to see them.
This would have hd a completely different outcome had she been unarmed.

I understand what you are saying, but your example doesn't fit.....She was in her own home, not on the street ;) I think if you are gonna carry a gun, you should have to display it.....Now that would be a deterrent! ;) ....JK

Chedk this story out.

ST. LOUIS POST-DISPATCH
02/07/2006

EAST ST. LOUIS

Jacksie Mae King told police that she woke up about 2 a.m. Tuesday to the sound of someone trying to get into her small house on Gaty Avenue.

King, 87, reached for the pistol that her daughter had given her two months earlier after a man broke into the house, beat King, stole some items and fled.

King could not use the telephone to call for help Tuesday morning. The intruder had ripped the telephone wires from a power box before removing security bars on a window to get into her enclosed porch. He then began removing a storm door to get to the front door of the house.

Police said King fired several shots through the door.

The man on the porch, Larry D. Tillman, 49, was hit in the right shoulder, the bullet traveling through a lung and lodging in his spine. Tillman, who lived about seven blocks away, died on the porch.

"She couldn't call for help and was afraid to go outside," said Illinois State Police Master Sgt. Jim Morrisey. "She didn't know she had hit him. She sat in a chair and kept an eye on the front door with pistol in hand."

For nearly four hours, Tillman lay dead on the front porch. About 6 a.m. King's daughter, Pamela Paulette-Clark, showed up to bring her mother breakfast and entered the house through a rear door. She saw the pistol.

"Her daughter came in and said, 'What's going on?'" Morrisey said.

King, who has lived in the Gaty Avenue house since she was a girl, is doing fine and staying with family, police said.

Robert Shay, St. Clair County chief deputy corner, said it appeared the fatal shot came from a .38-caliber Colt revolver. Morrisey said it had not yet been determined whether King had a permit to own the pistol. It will ultimately be up to the St. Clair County state's attorney's office on whether to bring charges against the woman for the fatal shooting, but Morrisey sees it as unlikely.

"To make it justified, you have to be in fear that somebody is entering your house against your will and you fear that it will result in bodily harm," Morrisey said. "In this case, I don't think there is a problem with that."

The incident Tuesday was similar to one at King's house in December. In both cases, the telephone power was cut and security bars were removed from the porch. But unlike Tuesday, a man made his way into the house in December and beat King badly and robbed her.

No charges were ever filed in the earlier case. Morrisey said evidence taken from the December home invasion would be compared to the break-in on Tuesday to see if Tillman was responsible for both crimes.

Tillman's criminal record is extensive and goes back to 1979. It includes at least two convictions for residential burglary and a robbery conviction.

I must say that I was suprised by Doyle's veto this time. It stands to reason if an isue comes up more than once during your term maybe it is what the people want and you shouldn't veto it in an election year if you want to keep your job. Personal politics aside this is why our system is so great if the guy in office is not doing the job to your satisfaction don't vote for him next time.

Okay, I get it. In your own house you have the undisputed right to defend yourself, but once on the street, you are fair game and anything goes? I don't believe you actually buy that, JK.

I would never argue that open carry is not a deterrent, but the beauty of legal concealed carry is that it keeps violent criminals guessing---and that works in favor of potential victims.

Missouri state law does not require a permit to own a handgun. There is a law that requires a permit to purchse one, however.

Tom, there were dire predictions that there would be shootouts in the streets and in the roadways inTexas when concealed carry was adopted in Texas. At the time, I lived in El PAso and thought the traffic was bad there---but now I live in the DFW area, and I can say with a certain amount of confidence that freeway traffic here is every bit as bad as what you see on Long Island. I can understand and sympathize with the concern, but
in all likelihood there would be no more incedents than there are now. In fact, concealed carry might even result in a drop in the numbers of that kind of event. The old saying that "armed society is polite society" holds true.
