    guessing it's not cranking fast enough. Sandpaper battery connections until bright and shiny. Test battery as mentioned above. Take the cover off the stater, and clean up the armature. Check brushes for wear. Use electrical cleaner, making sure it's dry before operating the starter.

    Post spark test results and method. Draw fuel from inboard tank, if that's what you have, and check for contamination -- in spite of fuel filter, which should be checked (water?). (Shops typically use their own clean fuel.)

    hex nut at the high speed jet should be closed. Low speed needle about 1 turn open. Test run it with choke on manual control setting.

    I would be concerned about using a tank and lines that are badly contaminated. A plastic tank and lines would a good investment while you try to resurrect the motor.

    Water needs to be well above the pump. As a rule of thumb, you might dunk it about half way up the shaft. If you are getting exhaust noise with your bucket, chances are you do not have enough water.

    On the matter of exhaust noise using muffs, you might put the motor in running position with the muffs and hose attached. Check periodically to make sure they remain in place, as you probably would anyway. Monitor operating temp.
