    There is a machined slot for the screw or bolt to slip through to the threaded portion. When you carefully snug up the screw, the shift rod is held in place. The brass coupling does not capture the rod by clamping down on it.

    ^^Agree. The carb is pretty easy to remove and service, though, particularly if the starter assembly is on top of the powerhead -- otherwise a little more tricky to remove.

You have not done any useful testing, as far as I can tell, and would be better served by taking it into a reputable shop and paying a thousand to have it put into running condition.     I'll guess the motor overheated. If the tell tale pushed water out when the motor was on a flusher ("muffs"), it appears the impeller was defective. Hose water pressure pushes water up to the powerhead when using muffs.

    ^^I'm sorry. Mixing threads -- l.u. reference a mistake. But I do suspect the aluminum damage is pretty substantial. Try the MarineTex or a similar product.

    Is the small wire clip correctly hooked to the needle and the float arm (just slips around the arm, and the loop hooks the indentation on top of the newer needles -- that also have a black neoprene tip susceptible to sticking.)

    You might pull the flywheel and see if there is fuel leakage up there. It looks to me like the top seal may be leaking (going by the stuff on the side of the powerhead). #23/24 in the Gale diagram that F.R. posted.

    Sounds like progress. Comment is a little late to the party, but when you say everything was cleaned out, do you mean you scraped around the cylinders. It looks like there is a pretty substantial build up.
