    There's a jam nut at the low speed needle -- snug that up so the needle can be adjusted, but doesn't flop around with engine vibrations. Try running with the choke on the manual setting, in case that is an issue.

    more likely the power pack. You might hook up a timing gun to plug wires to see if there is fire at speeds. Place the gun where you can see the light or have a helper with you -- no flash means no juice to that plug.

    Carbs -- could depend on when you cleaned the carbs. If fuel in the onboard tank was contaminated, carbs would need to have been cleaned after use of that tank.

    Take a compression tester with you and check it out before you buy it. Same with an open air spark tester. Walk away if the compression test fails. Look for 110-120 and even. Take both plugs out for either test. For compression, pull it over until the needle stops showing an increase.

    Lift the tank up at the powerhead height when it wants to stall. Weak pump will probably show improvement. Some of the square pumps are deeper than others, which may make a difference. Check the one that is on the motor (If a new one sticks out too far, the hood might not fit over the top)...
