    I have seen those up to 6 turns out. Set by machine at the factory. Of course, the proper way to remove one is to close it (gently) and count the turns. When reassembling, set to same number of turns.

    Model is likely M5B. Verify the fuel pump on the side of the carb. Use the carb drain to verify whether the carb is full when trying to start. If it smokes a lot, might be flooded. Do you choke it when warm?

    The jets are not adjustable. I would check that you are getting good fuel delivery. A leaky o-ring in the fuel line could cause that symptom.

    The 9.9/15/20 E are all identical blocks. I assume that is your model. EFI difference is in the air restrictor and ECU. You need to change both. Price about $1K. Better to sell and then buy the model you want.
