    The ring gear is replaceable. NAPA stocks them. With a brass drift and a suitable hammer the old one is easy to drive off. Heat the new one and just drop it on the flywheel, once cooled re mount it.

    After painting the pan and timing covers and mounting them I also coated them with 3M under body spray. The very first Mercruiser V8s had brass oil pans.

    Be sure to replace the exhaust manifolds with the genuine Volvo style. Most likely the inside of the #4 exhaust ports are going to be corroded also. They can be repaired at a aluminum welding shop then re surfaced.

    In your case they are worn out. When they are good it is possible to freely rotate the fiber washer between the transom bracket and flywheel housing.

    There is rust on the armature shaft preventing the gear from moving to the flywheel. You might be able to clean the rust off once the starter is off. The starter is probably good and should work.
