    Yes, next time don't just order a part when you haven't tested what's wrong. Swapping or testing coils, plug wires.....dirty connections, the list goes on.

    Get a spark gap length tool. You can get an inexpensive single one for under $10 Check spark for a 3/8 jump with a good blue snap. Most likely bad spark or crap in the carb. Don't run it with high rpm's in a barrel or on muffs.

    Tranny fluid and acetone makes the best penatrating oil. Been down your road though will little success.

    Glad it came off....impeller is shot but like you said, good to see all it's fins intact. Time to get busy!

    Hopefully the lower unit will come off. Pray the driveshaft isn't stuck in the crank....

    If it all looks in good shape than I just usually change the impeller. I use a little goo.

    Didn't have your exact model number but I believe this is it. Updated part number with gaskets.

    Starter solenoid getting hot maybe....get it to the condition and then jump it like mentioned above.

    Had you just charged it when you were Spinning the motor? Have you done the other tests. Could be corroded wires, bad soloniod or bad starter. You need it to spin up correctly to get a good compression reading. If your compression numbers stay where there at you might think about get rid of it...

Turning off or starving it of fuel leans it out so yes they may lead you to believe it's running rich but it's also starving the motor of lubrication and could be doing harm to it. You should...

    What's your battery voltage at the battery.....then voltage at the battery side of your soloniod? Then while cranking the battery, what is your voltage at the starter side of your soloniod?
