Those are wonderful filters and need cleaning once in a while.----Nothing wrong with the concept of one of these sintered filters.----Better than modern plastic stuff.

That is NOT a one way fitting at all.-----It is the pulse limiter ( flow fuse ) for the VRO pump.----It should be removed.----And if air leaks out the back of the pump you have the wrong pump installed!
There is a hole on the leading edge of the gearcase !----feeds pressure to that hose.----Feeds pressure to speedometer.----Observe / look for it.-----Such a simple thing !!
If there is foam floatation under the floor it may be water logged.----And stringers and transom may be rotten.----A complete evaluation needs to be done on boat and motor before spending any beer tokens.
