    When piston comes down it compresses the new fuel charge in the crankcase.-----When piston is fully down the fresh charge rushes into the cylinder ----It is compressed when piston goes up in the cylinder.-----Many videos on U-TUBE explain this concept,--Some better than others.----See post #17...

    Filer bowl level DOES NOT change when motor starts.-----Remove the lower carburetor needle.-----Operate primer on the pressure tank.-----Does fuel flow out of the carburetor bowl , yes or no ?

    You have spark.-----You have compression.----So need to look into CRANKCASE compression.----Need to revisit carburetor work.-----I have a couple of these green motors for parts.-----Would be an easy fix here !

    Those valves can be locked by a " high pressure event " so I believe it will work well again.

    No----When it is fully retracted those arrows must line up.-----Look for / find one arrow on housing and the sheave.----Remove handle to shorten rope if need be.

    Is there a glass bowl under the carburetor?----Is there a filter in there ?----Are the 2 hoses hooked up correctly.-----------I can not see or touch your motor.-----But I know those motors inside / out.

    The sheave on the recoil is elliptical.-----The rope length must the correct to line up the arrows.

    Year and model # of motor ?----Just 1 carburetor or 3?------What boat and what pitch is the prop.-----Is the boat waterlogged ?----Fuel pump diaphragm ruptured ?

    Problem with battery cables , starter solenoid. loose connections.---And have that battery load tested where you bought it.
