The 99 merc lower will fit but you will need the shift rod from the 94. That requires disassembling the lower unit. Does the linkage move behind the carb at all? Can you tilt the motor up in reverse?
Joe reeves method requires you subtract 4 degrees. Do not deviate from that. You do not care about idle timing at all. Idle speed will be set in the lake in gear and warm.
