    I had that engine, and never saw bb's on top of the idle restrictor tube. I would believe the part diagrams on crowleymarine. If they do not show it, it likely shouldn't be there. Maybe they were trying to fix some idle issue?

    Smell the fuel. If it smells fresh you can run it. Gasohol is fine to use in all motors. If the fuel is premix, and you know what oil was used, mix up some fresh stuff and compare the color to see if significant evaporation of the gasoline component has occurred.

    The Procraft looks to be a bass boat type. The Mariner would usually have a 2::1 gear ratio. You would normally run a 19 or 21 pitch, 3 blade prop. I would think a 23P prop would be too tall.
