    VOM "short" test on condensers is unfortunately not conclusive when it is " good" you realy need to load test them at high voltage... if never replaced try new ones or swap parts to see if the issue migrates. point contacts must be clean clean clean ...

    time to do pressure testing to find out which seal is leaking ... usually the prop shaft seal goes due to monofilament looped around the shaft .. pull the prop and check it visually while testing see video.... . Gc should hold 10 psi or so for 5-10 minutes some just change oil mid...

    Evinrude 25012 seems to be 1953-1954 & should mecanically very be close to its cousin rd15 or 16 there should be lots of similarities between them and the Johnson service manual AKA RED book bible should provide you with lots of info . depending on the nature of what you need to fix...

    WOT throttle stop question

    old style carbs draw idle fuel from the upper idle circuit hence the need to close the inbound air supply to force fuel extraction from the upper idle cct. see older carb operation.... same thing today !!

    just disconnect the starter control post wire from the switch ... if starter stops solenoid is ok and that wire is picking up +12 battery ..somewhere between the "unplugged" switch and the solenoid. the control wire may come via an interrupt switch so just work backwards to the unplugged...

    as per post #2 you may want to inspect/replace the impeller anyway and while the GC is down and out run your vinegar solution up the water tube with a small DC pump. remove the thermostat/replace cover while doing so.... and check the thermostat operation in hot water around...
