    tell tale tells you the water pump is working getting hot above 140-150 means circulation around cyl water jackets is poor. if thermostat is ok then water flow is impeded somewhere by crud, old impeller fins stuck in the ph, salt ? etc.... you can always pull the cyl head and check...

    wear can't be fixed with snake oil but try a good dose of engine clear products Merc Power tune, Evinrude Engine cleaner , even Seafoam which gets mixed reviews etc.... see what that does to your #s.

    try some utubes impellers are not hard to do ...some require the shift rod disconnected but with a bit of reseach it should not be a big deal. https://forums.iboats.com/threads/1990-evinrude-88-spl-impeller-replacement.604727/ change GC oil and check for water intrusion...milky cream...

    relays are switch controlled with low amperage and 12v but to drive the motor the relays must transfer 12v high current power to the T&T motor. your motor is proven good so the relays are not feeding it power or said power is being interrupted along the way to the motor make...

    the fuse also feeds accessories and power trim relays remove or at least turn off all accessories asa start and retry with engine alone if OK bad accessory if simply turned OFF if still not OK could be accessory wiring shorting out B+ ...even if they are switched off...

    looks like a lot of sand churning done with the prop....better check water pump, engine cooling etc... my last 7.5hp Merc ($100) was a bit of a let down when I took it home and took a closer look ... the tilt lock push lever was missing ( I guess I can carve one up this winter) ...

    this may be of no use but on older RD's neutral speed is limited asexplained in the old Johnson manual you may want to compareengines to see if the speed control method was not carried over to your more recent 25hp. I do not know if pulling out the cam under the FW would help to...

    just opinion... if the brass collar is loose sqishing it seems a bad solution. shouldn't be to hard to find a thicker brass rod...... drilled out to the proper size for the shift rod and turned to reduce its diameter a few thousands extra for a better hold in the GC your machinist...
