    that allen head oil plug leaking may not be tighten down enough on a NEW NYLON GASKET .. personnally I prefer slotted ones because the allen head ones s trip easier if forced. they are a pin to remove if stripped. you have to punch them out bacwards

    have you considered joining AOMCI where oldies are the main topic. your engine is only 45 some years old but you would have access to the johnson 400+ pages service manual free to download. The book does not cover your newer model of course but your engine's ancestry is in there minus...

    check for movement at the end of the throttle cable when pushing throttle lever forward ... if no movement at the back end check for broken cable if throttle cable follows the forward movement of the throttle lever look for disconnected linkage to carb(s) like missing clip...

    in and out mixed up....if so your inbound fuel was facing a check valve ! .
