    fyi when you do the impeller ... looks difficult but really it isn't. carefull with the carbon seal under the Power head ...VERY VERY FRAGILE !!! $$$ try not to damage the base gasket under the PH... if you need to order one make certain year is correct because gasket patterns differs...

    when you decide if it needs it.... the carb simply needs a good clean up with carb cleaner in all orifices followed by a strong blast of air. one critical issue these days is cheap Chineese carb gaskets which have been reported as shivrling away or....litterally melting to goo state so...

    why not just fire it up after... you install a new impeller. it could work perfectly if stored properly (carb drained , cylinder oiled up gearcase emptied and refilled before storage. in any event check the GC oil for water contamination .. if none dump the oil and refill (cheap cost. )...

    time to clean the carb ....no fuel entering the crankcase... no fishing remove bottom "drain plug" blow in carb cleaner is a minimum . pictures shows a HS needle but yours is a simple non ajustable orifice.

    deleted after last post ..clarifying that starter does turn well starter fluid should have done something... how's the 20 amp fuse does T&T work can you check for sparks any lainyard safety pulled out ? see older diagram example ... fuse feeds T&T and... ignition on that version...

    anything can happen in a year ...I am afraid you must start eliminating problems areas one by one ... you have some sparks since a shot of fuel in the carb produced some " explosions" Past that stage you are in to cleaning the carb...yours a likely has a HS jet down below no the needle...

    a common bolt say 1/4 inch with a section of threads filed flat would allow allow air to seep in when unscrewed & adding a oring will allow the bolt head to seal when screwed back in
