    sounds impossible to have run for 50 years with no water flow ??? pass Plant inspections (several) and not lock up after 10 minutes on the water back in the 60's or whenever that housing was installed does not make sense 80-90 psi for 9.5 seems extremely good for a motor...

    what symptoms have shown up in engine performance ? if a head gasket leaks water it would allow air to pass OUT during the compression test and drop the numbers on one or two no ? may better to look on the exhaust side for water spray

    see carb picture of pointy LS needle and if you open up the LS drip chamber under the ugly cap you should see the needle protrude pass the wall's edge inside the chamber . so the question remains... where did the carb come from ?
