    I think the filter is porous metal so it won't deteriorate much a good cleaning or two should do you can always remove it and install an in-line filter on the incoming fuel line (easier to maintain, and you can see if crud made it's way in from the tank

    try soaking lacquer thinner then cover the both ends with one end with a 1/ 4 openning to blow dry it repeat a few times

    relays are identical . in this latest picture one is flipped 180 degrees pin 87 is the actuator pin from the up and down switches +12v supply and pin 86 is the ground side of the coil blue -white and green -white are the "activate" wires to energize the relays.. one at a time...

    venting ok ?? try openning gas can cap o see if it runns better try pumping the bulb if better possible fuel pump or simply a dirty pump filter under the fuel pump cap , bad hose, dirty fuel pick-up in the tank etc... after that were are talking carb clean-up , bad coil etc.... New Page...

    it clicks so the coil is probably ok can you open the relay itself without destroying it.. could be just dirty contacts inside . if accessible burnish the contacts seeing you are sol on the relay .... try a small 1/16 drill hole and spray some wd40 inside or...contact cleaner...

    alldodge... strange that drawing shows no link between the bat +12 and selenoid post ?? the selenoid +12v post is only connected to the rectifier output which is ok but what feeds strong amps to the starter via the selenoid ?? I must be missing something

    when it bogs down have you tried testing /pumping the bulb if it wakes up you probably have some fuel restriction see above " if the vent is not perfectly clear, air can't get in the tank as the gas comes out" at least that would eliminate electrical issues

    he already tested at the motor wires and reproduced the problem looks like bad motor, bad crimps?, bad innards Yes. I disconnected the wires directly from the trim motor. I supplied power directly to the blue wire from the trim motor and a ground directly to the green wire.

    Could be just poor internal contacts or maybe used carbon brushes low current draw is usually caused by a higher resistance which in turn can be the result of oxydation in crimped contact points, weak springs on brushes worn out brushes , pitted contacts etc... maybe a motor...
