    Does the application info for the unit specify your motor? Modrrn Outboard tachs usually run off the stator pulses. A cell phone will often have GPS speed on it. Speedo Pitots are cheap and easily replaceable.

    4 bbl carbs require 4 bbl manifolds. Unless you are willing to replace the manifold, you will need to stick with a 2 bbl carb.

    Obviously the throttle handle must be in neutral for the motor to crank. Try wiggling the throttle handle, while holding the key in the start position. Also, jumping gauges implies an intermittent or broken ign key switch.

    They are underneath the cushion and out of sight, right? Just remove what you can with a needlenose plier and restaple with monel or SS staples. The steel will simply rust away and usually not bother anything.

    Yes, that is why I recommended you visually inspect the bottom aft of the tank. If the pitting is almost, but not quite thru the tank, it will pass visual inspection from the inside and pressure test, and then leak next spring.

    Aluminum tanks tend to develop pinhole leaks on the bottom, lowest corner, usually the stern side. That is likely where your damage will be. Can you get the tank out to inspect the condition of the aluminum?
