    Looks like a 2 stroke 4.5 HP Evinrude to me.-----From 1980 / 81 / 82 / 83 model year.----Uses same impeller as Johnson / Evinrude 4.5 / 7.5 / 6 / 8 HP from 1980 to 2005 ----Parts are easy to find.

    Trouble shooting starts with a compression test.----Post your numbers.-----It will need a new impeller before your first fishing trip.

    It looks to me thar there are 2 head gaskets installed on the starboard side.

    Carburetor should be empty when you launch the boat.----Operating the manual pump ( bulb ) should tell you if it is working properly.---Pumping fuel.-----It must go hard ( 4 or 5 squeezes ) and that tells you that carburetor is full and that there are no leaks.

    In reverse there are exhaust bubbles in the water.----Therefor less work for the prop.

    ??----I see numbers that high on good motors with a good gauge.----Not all control boxed have a horn with a self check ( beep ) feature.

    You are sure there is only 1 head gasket there ??

    It supplies 12 volts to the key.----That 12 volts is used to activate starter solenoid.----Activate primer solenoid valve.----And any instrument relating to the motor.

    Did you install a new water pump impeller when you bought this boat ?----Did you test the overheat horn ?------The compression on 2 cylinders is MUCH lower.-----Just 22 bolts to take the head off.----That will tell the story.----Nothing else needs to be done at this time.----Take the head off.

    Correct ----For many years they used a 5/8" long 20 amp fuse.

    Head gaskets installed correctly ?----Picture showing the tabs on top of the heads ?

    9.5 coils.

    Sounds like motor did not get used for many years ( cracked coils ) and you would be wise to install a new water pump impeller.

    If 4400 RPM is maximum with 17" pitch , there is something wrong with the motor.----Find a shop with a dynamometer or test prop and have power output checked !!
