Opinions vary on this topic.----I would simply pick up a bad Johnson / Evinrude 115 HP for say $200 or so.----Rebuild that.-----In my wildest dreams I would not spend $5400 on that motor.----Well , maybe $1500 to replace 1 piston with O/S one !!

Model # required.-----There are 2 different 115 HP motors in 1996 model year.----If it is a crossflow you need to charge battery.----Have battery load tested.-----Inspect starter motor and do ohm test on armature.
Normal on a 2 stroke to spit some oil out.----It is likely the oil that you miz in the gas.---.----But make sure fuel pump diaphragm is not ruptured.----Make sure float valves are working.-----Does primer bulb on the hose go hard?
