    Food for thought ----Some years the flywheel key for a 9.9 is the exact same as the key for a 300 HP V-8 outboard.-----So I would say that FRICTION / LOCKING TAPERS drive the flywheel and not the key !!

    Look at the lanyard switch.----Pull the plug to take that switch out of the circuit.----Test for spark.

    Correct.-----I say it all the time.-----Many folks do not understand the basic concepts of the wonderful 2 stroke engines.----Because the motor still needs fuel ( oil ) for lubrication , the idle speed is controlled with timing.

    Your motor is getting fuel at idle !!----On most outboards the cam does NOT touch at idle.-----And the throttle plate has holes in it.----Calibrated holes to let fuel , air and OIL in at idle.----A 2 stroke idling still needs the correct amount of oil.----That oil comes in with the gasoline !

    On more than one occasion have I had people say.---" You were right , there was something wrong all these years.-----That is the way I bought it and it ran.----I did not know how one in good condition runs " ----Sorry to be blunt here.

    Yes you can.-----The fitting on that Evinrude has already been changed from the original in 1956 I believe.

    I say 20 hrs is reasonable.-----I say do this job yourself .----Or find a reputable dealer and get a rebuilt motor ( Johnson / Evinrude ? Mercury with warranty for those kind of coins!!

    If there is something wrong with your motor then all the adjusting / fiddling will not help.----What trouble shooting have you done if any.----Start with posting the compression numbers on this 40 year old motor.

    They first used that throttle set-up about 60 years ago.----It was confusing even back then.---Not hard for a shop to set up.------Hint.----There is usually a space of about 3/16" between the stop and that arm at idle.---Picture #2 above.

    We are not sure that magnets are cracked / broken.----But oh so easy for the owner to inspect / find out what is wrong.

    Magnets in the starter may be broken.-----Power head needs to come off to replace cowling.------Use the recoil to start the engine for a test run.
