    A dremel tool can be used here.-----Those often have a big / hefty washer pressed in AFTER the seal.---Washer keeps fishing line away from the seal.------Remove that washer.----Remove the seal.-----Install a new seal.----Make a new washer if you feel it is needed.----That washer is optional.

    That is a mechanical shift ( oil pressure assisted ) and a 1973 model.----No doubt about that fact !-----That motor has a fuel pump !-----Easy to find parts for that motor in my opinion !

    The 63 models can run on 50:1 mix with good oil.-----I can't believe someone would run the electric shift without a working generator !

    I doubt you have a 1968 motor !!----Powershift II did not apply to motors until 1973.----And dual line tanks were not used after 1960.------So we do not know what you have !----Post some pictures or model numbers.----That will help YOU.

    The 71 and 72 models are electric shift and will not work.------A 1974 model uses an oil pump to assist in shifting ( mechanical , pressure assisted )-----Shifts to forward with a DOWN motion of the shift rod.------Only used for a few years ,1973 and 1974.-----Other units will bolt on but go in...

    Open low speed mixture screw 1/8th turn at a time and test run.

    ??---Acetone ??-----Little varsol / paint thinner would do.------Or just let it drain for a day and refill.-----Refill from bottom till it comes out the vent.

    Remove sparkplugs and see if it spins over easy.------Remove lower unit and see if it spins over easy.----How did this motor run for you last season ?-----Any more pictures of this motor / cowling ?

    Not possible.--------Just means that your motor has been neglected I would say.
