    Throttle plates are CLOSED at idle.------Your manual will explain synchronizing of throttle opening and ignition advance.----Read it and understand it before making any adjustments !

    Is the motor running while you try and shift ?-----Or if not running are you turning propeller while shifting ?------These lower units are not considered robust .----What does gear oil look like?-----How did it shift for you last season ?

    That has to be drilled in the correct position to line up the throttle grip.-----The OP is busy making a replacement I would say.

    Major damage on the front may be difficult to repair.----Involves the shifting bits and a bearing housing that accurately positions the forward gear.
