Best to test the electric shift coils / shift switch now..----Also you must have a working generator and voltage regulator on this motor.----Do a compression test.----Post your numbers.
??----Glue some dimes or nickels in the holes.----Install new wood on the inside and outside .---Drill new holes and you are done.--No need to overthink this simple repair in my opinion.
Replace wood inside the boat.-----Replace wood outside the boat.-----Use the upper holes in the motor brackets.-----Make a wedge for the lower bolts so that nuts go against a flat surface.
Remove tilt tube and steering cable from motor.-----Cut the tilt tube off with mini grinder.-----Replace with good used tilt tube.------Very common item in my opinion.
Once motor is running the spark can be checked with timing light.----It should always fire between those 2 marks on the magneto plate.----You are timing the opening of the points !!----Timing of spark relative to piston position looks after itself.
