    Most confusing still.----The shift cable has nothing to do with steering.-----So one step at a time for you.---Disconnect the steering linkage.---Will the motor turn , yes or no ?----And the lower unit has nothing to do with steering either.----Please make your post clear and less confusing.

    Sorry----Jets are calibrated to control fuel.----That item is the nozzle and is not a jet.----The main jet on your motor is in the very bottom of the float bowl.

    Some will argue here.----Pushing the key in for 10 seconds does nothing.---The electric primer is a valve and it is NOT a pump.----Just push it in while cranking.

    There is no drive shaft for a fuel pump.----So why are you disabling the fuel pump.----Just curious.

    Sounds like the high speed jet ( orifice plug ) is plugged.----Remove carburetor.------Remove carburetor bowl.----Remove jet from carburetor bowl and inspect clean it.----Caution----If no fuel goes into the bottom cylinder then no oil goes in either.

    Take a good look at the detent.----Take a good look at where it goes.----I have installed more than one of those in my time.----I believe it should be obvious as to how it slides in place.

    Remove one of the carburetor drain plugs.----Operate the manual fuel pump.----Does fuel leak out of that drain plug.------And did you clean the high speed jets that are screwed into the bottom of the carburetor bowls ?

    A number of reasons for hard starting.-----A battery not fully charged or in poor condition is one issue.----Are you pushing the key in WHILE cranking it over ?

    What year outboard is this Super Seahorse 40hp?

    Any water in there is too much.----You need to replace all the seals.----Including the o-ring on the shift rod .---That o-ring is a major leak point if it is 40 years old or more.----No special tools needed for this simple work.

    The year 2001 was a bit of " turmoil " for OMC.-----Sort of the end of the line for OMC.---BRP took it over.-------So a 2000 manual is good as these motors did not change much from year to year.----The decals and paint were the biggest change.----Are you having issues with your 2001 model ?

    1993 30hp Johnson - acceleration cut out

    Revving a motor on a hose is not a good idea.----Carburetor is too lean.-----Open up low speed mixture 1/2 turn.-----Or throttle plate is opening to early.---Does spark jump a gap of 3/8" or more.----Motors need a new impeller every 5 years for peace of mind.

    I know the procedure to weld this aluminum housing.----It would be done in stages.----Your local welding tech would know how to repair this.
