    filter #7 is a VST return line filter .... nothing to do with the HP pump base screen filter if your version of the HP pump does not have an inlet filter at the bottom and the pump seems blocked or won't spin enough by applying 12v & grd directly to it then run some light oil in it...

    not having the specs on the 1999 5psi seems....very low. the book on 70hp says minimum 34 psi so the 155hp should certainly have more than 5psi ... to pressurize try a few key on 3-4 and test fuel pressure. the lift pump can be simulated by hand pumping I doubt it is the issue...

    just adjustt the points to a max of .020 at the highest point of openning but.... if never done you should pull the FW inspect for cracked coils possibly replace condensers etc... caraefull with the carbon seal under the PH... very delicate

    I have made some where pressure and heat is not a critical issue ex: impeller base gasket , intake manifold etc... Cyl heads = OEM !!
