    bummer... ETEC plastics are $$$$$$$ if you have all the parts you may be able to have them repaired in a body shop for less cost (they can weld some plastcis) . I was able to reglue my 5-6 cracked bolt mounts on my 75 ETEC all depends on how bad that storm was.

    Been reading all this again... ok I had missed the fact you said T&T works.... the engine runs fine so ECM works and it is not a HOT ECM issue causing the problem ODD that the speed of turning the key ON impacts the starting logic incl the starter that seems to stop for a few minutes...

    I do not think the EMM would talk back to EV diag. if it was not powered ... if or when your ignition " times"....... out hopefully it is not a basic wire problem.... you should at a minimum ascertain what happens to the 12v supplied to your ECM . Unfortunately I do not have a wire...

    fyi when you do the impeller ... looks difficult but really it isn't. carefull with the carbon seal under the Power head ...VERY VERY FRAGILE !!! $$$ try not to damage the base gasket under the PH... if you need to order one make certain year is correct because gasket patterns differs...

    why not just fire it up after... you install a new impeller. it could work perfectly if stored properly (carb drained , cylinder oiled up gearcase emptied and refilled before storage. in any event check the GC oil for water contamination .. if none dump the oil and refill (cheap cost. )...
