    with the possibility of a starer delay relay mentionned in the book have you ever tried going to start and....waiting a second or two while on START rather than flicking the key back and forth just to see if the delay timer relay will then allow the starting of the engine ?

    heat is the usual remedy to loosen things up but...you could try freezing the outer surface of the cyl. wall with a can of keyboard spray held upside down . DO NOT INHALE.... or heat up the cyl. perimeter with a hot air gun and freeze the cap then try to twist and break the bond .

    check shift link to make certain both ends of the 2 part shift rods are well inserted in the link holding them together l see access port lower exhaust section ...check shifter on top

    sounds like it has trouble pushing exhaust out when in the water it needs fresh air to burn fuel but has to push out exhaust at the same time. Any chance something in the lower housing is restricting exhaust being pushed out ? any critters set up shop in there ? try a colonoscopy...

    two holes and a tye wrap works pretty good but then the cowl plastic would eventually break. conclusion... bite the bullet....

    holes... are for venting out or breathing in... otherwise they are plugged ! just make certain they are clean and open ( no crud or varnish etc...)

    uppdate.... starting at section 4-19 book has a good technical write up on the ficht starter circuitry.. suggest your read closely...even mentions a starter delay relay....? anyhow... done all I can at my end of things :) maybe FICHT experts can chime in more readin to do here...
