    Pump the fuel line primer bulb. if that fixes it, you have a restriction in the fuel or a weak fuel pump. Is the fuel tank vented?

    The lock mechanism is usually a simple lever with a spring. The spring is usually inside the handle itself. Maybe item 13 or item 15 are the springs? hard to tell.

    Is that a v6? If so, idle pickup timing is when carbs are still closed but ready to open. The timing should be 0-9* ATDC. Max spark advance s/b 21* BTDC. If you are rebuilding a motor, a factory service manual is a must, I would think.
