    1982 Johnson 9.9 water pump

    You operate the shift handle to push the rod DOWN all the way.----You pull the lower rod all the way UP , while turning the prop.-----This give you ample room for tools to connect up the shift rod.-----When it is together it will shift correctly !!

    The water tube must be installed into the midsection first.-----Flywheel must be turned slowly while pushing lower unit up.----Shift rod notch must be lined up with the hole before putting the bolt in.

    Outboard motors need a new impeller if you do not know how old it is.----And a new one about every 5 years or so.

    Test compression with another gauge.----At 90 PSI they appear to be low.

    The only thing that could go wrong is the diaphragm in those pumps.----Easy / cheap ( $10 or so ) to replace.----Run the carburetors dry for extended storage.----An empty carburetor stays clean and will require a minimum of maintenance.----New float valve once in a while.----Used parts are not...

    The motor does not need 12 volts to run.----Just needs 12 volts for the starter to crank it over.-----Most outboard have a stop switch / button to short the ignition to ground to stop them.

    I would say you do not have spark on #1 and #3 cylinder.----Should be easy to figure out I think.

    There was a service bulletin in 1994 to move the tell tale fitting from the side of the block to the top.---Factory kit 0432955 has all the bits and information to modify / improve cooling on this motor.

    Agreed----You are over thinking.-----The whole concept of taper ( locking ) fits is much mis understood !!----Just like many other " outboard motor " simple concepts.
