    The red lever should be in line with the valve body to run.----When you turn that lever it opens the valve and sprays fuel into the engine.----So have the red lever inline with valve body.----Push key in and hold it in while cranking the motor for cold start.----You should find an owners...

    You turn one ( input ) shaft a full 10 turns.-----And you count how many turns the output shaft turns.----Simple enough in my opinion !!

    Key needs to be pushed in while cranking it over.----Battery should be load tested even if new.----Starter motor should be taken apart and inspected / ohm checked.-----Motor needs a new impeller before launching the boat !

    There are oil recirculation hoses.-----And there are wee hoses from the electric primer valve..------Electric primer VALVE is used for cold starting.-----Key is to be pushed in while cranking it over for near instant starting.

    There may be a leak in your tank.----Simply test run with another tank.----Borrow one if you have to.----There is nothing scary about carburetors.----And this issue might be as simple as turning idle mixture screws a wee bit.-----Wonderful time to learn or pay $120/ hr at the shop.

    I have 2 ( 1982 ) of these motors on my boat.----If compression was 75 PSI on them they would come apart in a heart beat !!!-----Install a new impeller before launching the boat.

    Too much oil will do no damage to the motor.-----Owners of oil injected motors need to test / keep an eye on the injection system.

    Check spark.----Check flywheel key.

    The 400 uses gears similar to the 4 cylinder 115 HP outboards.-----The 800 uses bigger gears / housing similar to V-6 outboards.------Check gear ratio of upper gear box.

    Has the motor been stored with fuel in carburetors in the off season ?------Fuel pumps are driven by crankcase PRESSURE on these motors.-----Need to look at adjusting low speed mixture.----Bumping up the idle speed with stop screw.-----
