    Spec between 2400-2800 rpm it should be 24 to 28* BTDC With it reading 4ATDC at 26* then your getting 22* BTDC which is a tad low but will not hurt anything, just a bit lower on power. Does is get better at 2800? If its rock solid you could advance it a bit further

    You should have a trim limit switch that keeps the drive from going to high up. If the switch goes bad (opens up) or is mis-adjusted it will not go up. Do you have the single solenoid or two solenoids?
