    If all the water is out, AF can be sucked in. The issue is the pumps don't suck very much at all, so there is a possiablility the impeller could be damaged doing it. Could use a pump, like maybe sump pump

    Do not raise the motor at ALL without removing the drive It may be ok to raise the motor that high without loosening the rear mounts, its not a bad idea to do so just because. Will not hurt, but may help

    Yes the impeller can be changed with boat in the water. Don't know how low the boat sits in the water, but remove the hose coming from the drive and raise it up to stop the flow. The hose should be 1 1/4 ID hose (do verify) and can make up a plug out of a piece of 1 inch PVC and cap or similar...

    Used boats is all about how it was maintained and sounds like it was. It should be an I/O and would probably have a Merc 3.0 4 cyl. The asking price looks within range but would probably be a bit lower. Use nada to get the values.

    Check your vacuum reading. Can connect it to the line which feeds the regulator Check your fuel pressure, should be 30 psi for TBI
