    Correct If your meter is measuring correct then it should work. Have you tried disconnecting the shift interrupter? Also what is the measurement from (a) to ground, pic lower right and it should be open with interrupter connected IMO the best replacement is the Delco EST distributor

    Looking at the Gl diagrams (never said which GL U have) most don't have a 20 amp ignition fuse. They use a 40 amp fuse on the motor. The Red/Purple wire starts at the 50 amp breaker, and then goes thru the 40 amp fuse (item 7). Your fuse may be good but maybe its the connector that holds the fuse

    Slave relay on the motor item 17 part number 89-96158T, old part number is 89-96054T which also works just fine https://www.mercruiserparts.com/bam/.../30914/1604/70 The relay sends main power to the starter solenoid so the power to from the key doesn't have to go so far
