Maybe your friend thinks his is a crossflow.----In 1995 there was a 60 degree looper and a big 90 degree looper.------Post model # to sort this out.----See if there is a part # on the driveshafts !----A 1995 crossflow will fit the big 90 degree looper from 1989.
Well the 15 % was from long ago.---Parts are precision machined these days.-----Any difference of more than 10 PSI is a cause for concern on the crossflow motors.
Best practice is to make sure the head is flat.----You want bolt torque to squeeze the gasket.----Not part of the torque to straighten the head !----But everyone works to a different standard too.
Water on the bearings spells death for the 30 wee needles on the big end bearings.----Motors that had water inside must run within a few hrs.----Or be torn down on the spot to get water out !
If water got on the bearings then the motor needs a complete teardown.----Need to find out why it will not turn.----Do not spend any beer tokens on parts.----Do a complete inspection first.
With those compression numbers there is no point trying to start it.----I think it has broken piston rings and needs a rebuild.---Needs 4 new pistons !!
Motor has to be in forward gear to get throttle wide open.----If throttle does not open all the way check the nylon pin.----Found on bottom of shaft on port side of the motor.
Timing generally does NOT go out of adjustment on outboard motors.---Careful if you decide to adjust things.----Are wires from the powerpack going to the correct coils.----Colors of stripes on these orange wires should be posted.
What trouble shooting has been done ?----Post results of a compression test.----You have installed a new water pump impeller I hope !----Spark that jumps a 3/8" gap ( 1 cm ) on both leads ?
Key is to be pushed in while cranking.----Holding it in for 8 seconds is a wild tall tale from your launch ramp experts !----If primer bulb does not firm up you have a leak.---Float valve.----Fuel pump diaphragm or inside your fuel tank.
You may see a spark across a 0.030" gap on the sparkplug.-----But , but that may not be enough voltage to jump the gap when air is compressed in the cylinder.----You need to test maximum output of the magneto !
