    If this is a 4 stroke WOT should be between 4500-5500 rpm. So 5800 is a bit much, so going to a 21 pitch prop should drop the rpm around 400 rpm's. That said, are you sure your not over trimming? The manual shows it should be within the limits if you boat weights in around the 1600-2400 pound mark

    power steering cooler

    More then likely you need to cut the hose off a bit and reinstall. The one below is what I think you should have. The threaded ports on the right are for the engine oil cooler, the ones on the left are the power steering cooler ports.

    If it climbs back up, I would remove the end cap off the heat exchanger and see if it needs to be cleaned. If exchanger is good, and assuming you have a bravo drive, I would remove the hose coming from the transom to the seawater pump. In most cases the hole is clogging up.
