    likely blockage of water passages from a broken impeller fin or just accumulated crud. lake water or salt water engine ? ? new impeller needed and pump housing must be inspected ... if lucky any broken parts may be lodged in there.

    clean the suspect points with a fine emery paper and rinse with carb cleaner. check proper continuity boot to engine frame (4-8 kohms) . check continuity while rotating the mag plate in case you have a broken wire in a bend ...or did you replace them ?

    9.5hp are fine motors. like most oldies ..fixing them is a great hobby and you can tell your friends you got yourself a good motor for less than the taxes they paid on their fancy ones that won't last as long. mine is a 1966 version

    if the kill wires are not grounded anywhere or touch themselves it will have no impact on ignition. "clean looking carbs" are not enough. you must check , purge, blow all passages with carb cleaner and air . float should be level with the casing when upside down do not use carb...
