    You really do need to buy a VOM to check voltages and resistances :-) A volt meter would have told you if 12v passed either side of the fuse but fuses are cheap .

    seals likely shot my 2005 did the same you can try adding oil but it will leak out. My dealer did the service but apparently if you are at ease with doing the work it is not all that hard to do. You need a tool to unscrew the top of the cyl and the seal kit the 2005 required...
