Report the valve clearance that you found.----If motor does not pop with fuel in the cylinder you have no spark or spark at the wrong time.----Tried another sparkplug ?

Remove cables at the motor.----Operate linkages and see how they move.----Perhaps lubricate them.-----Picture of your controls ?----Factory unit or something else ?

Maybe reverse gear was not lined up with pinion.----Slow rotation of crankshaft while slowly tightening might be the way to go.

Take it part way by water , say Detroit.----Then across to your home marina.-----Big boat transport is not cheap.

Salt water operation ?

Motors are too expensive to skimp on oil.-----Use the factory recommended product.

What motor?----Did you turn the motor when tightening those bolts?----Do not run it the way it is now.

Did you turn the propeller when shifting on the stand ?

And here I thought the letter----N----was for counter rotation in the 96 model year.

Remove valve cover.----Check valve operation / clearance.

The shift rod is exposed there.----Very normal.-----There is a seal on the shift rod , but nowhere near that exposed part.-----Did you let the motor sit for 3 days before checking the oil?

Some 9.9 /15 HP motors may have been leased by fishing lodges.---Returned to factory for a new hood and cosmetic touch up.-----Sold at some dealerships,----It is a " buyer beware " sometimes.

What is the water pressure on that hose?-----Test it on the lake I say.

There is no need for one to be counter rotation!!----Neither model number indicates or hints of counter rotation.
